Brits will soon need to prove they are over 18 to access pornography websites, as part of new regulations under the Online Safety Act 2023. Ofcom, the UK communications regulator, has issued letters to hundreds of adult content platforms, mandating “highly effective age assurance” measures by 25 July 2025.

The rules aim to prevent under-18s from encountering explicit content. Platforms failing to comply risk fines of up to £18 million or 10% of global revenue, and could even be blocked in the UK.

Approved Age-Check Methods
Ofcom outlined seven “highly effective” verification strategies:

  1. Open Banking: Confirms age via bank records.
  2. Photo-ID Matching: Uploads of government-issued ID (e.g., passport).
  3. Facial Age Estimation: AI analysis of facial features.
  4. Mobile Network Operator Checks: Age filters applied by telecom providers.
  5. Credit Card Verification: Requires users to input card details (only available to adults).
  6. Email-Based Estimation: Uses email-linked data (e.g., financial accounts).
  7. Digital ID Services: Secure digital versions of physical IDs.

Ineffective Methods
Self-declaration (e.g., ticking a box), debit card checks, and generic warnings in terms of service will not be accepted. Ofcom emphasizes these lack reliability.
