UK Implements Strict Age Checks for Online Porn Starting July 25

From July 25, 2024, accessing pornography in the UK will require users to prove they’re 18 or older. The crackdown, enforced by regulator Ofcom, mandates platforms to deploy "highly effective" age-check measures to protect minors. Major sites like Pornhub, Reddit, Grindr, X (Twitter), and 14 others have confirmed compliance, using methods ranging from ID scans to facial age estimation. Non-compliant services risk fines up to £18 million or 10% of global revenue, with potential site blocks.

Why Now?
Ofcom’s Oliver Griffiths likened the move to real-world age restrictions on alcohol or gambling: “Children have been a click away from harmful content for too long. This brings online porn into line with offline protections.” Research shows 8% of UK children aged 8–14 visited porn sites monthly, including 3% of 8–9-year-olds. Boys 13–14 were most frequent users (19%), surpassing girls (11%).

How Age Verification Works
Sites may use seven Ofcom-approved methods:

  1. Photo-ID matching (passport/driver’s license upload).
  2. Facial age estimation (AI analysis of selfies).
  3. Credit card checks (18+ required for UK cards).
  4. Mobile-network operator checks (carrier-applied filters).
  5. Email-based estimation (using existing account data).
  6. Digital ID services (third-party verification).
  7. Open banking (bank records confirming age).

Privacy Concerns & Past Attempts
Critics highlight risks of sharing sensitive data with third parties. Similar plans in 2017 under the Digital Economy Act were shelved over privacy fears. The current laws, part of the Online Safety Act 2023, aim to balance child safety with adult privacy. Lina Ghazal of Verifymy calls it a “major step forward,” ensuring safeguards without compromising user anonymity where possible.

What Happens if Sites Ignore Rules?
Ofcom will monitor compliance starting July 25, with investigations launched next week. Penalties escalate from fines to court-ordered bans. Smaller platforms not yet compliant are urged to act swiftly.
